Hex screw on HF 3/8" torque wrench

Today I was comparing my torque wrenches and noticed that the Harbor Freight 3/8" (clicker) has a plug covering a hex screw, about midway on the shaft. I believe it is calibrated like the 1/2" model that doesn't have that screw (using calibration sleeve below the scale.) Any ideas - I have no ideas.
 
You adjust the sleeve at the low end and the hex screw at the high end. Many times you can bring them into tolerance using only the hex screw. Clockwise makes the wrench break lower, ccw makes it break higher.

Ah ha. That makes sense, but I was confused by the fact that it has the same sleeve adjustment as the 1/2" unit, but the 1/2" wrench doesn't have the set screw.
