A way to put a stop to this is;
Pull in front of the Tesla and slam on your brakes.
If the Tesla has auto-braking, that idiot will go flying into the front seat.
Road rage antics are no answer. Anyone who does this is 100% at fault.
A stunt like this is asking for horrific results.
They should also be prosecuted for reckless driving and lose their license for life.
 
The Affluenza will claim he wasn't driving. He'll find a way to sue Elon Musk instead for damages.
This is like someone start the engine then roll a car down the street and crash, then claim he is not driving so he cannot be prosecuted.

I'm sure there's some crime we can charge him with. You can't expect rolling a wheel barrel down the hill is legal, regardless you call it driving or not.

There was a youtube incident were a person was using the "Smart Summon" and the police pulled over the car without anyone inside.

He was in a shopping mall parking lot (typically private property) and not on a public road. Even though there was a stop sign, is it even still police jurisdiction in a private parking lot?
When I tried out Summon, I went to an large, empty medical clonic parking lot on a Sunday.
Did you know some Model 3 owners had a summon race? Lined about 10 of 'em up and called 'em.
Tesla owners are whack anyways.

That is correct. Unless the owner of private property has an MOU with PD for enforcement. Most don't fathom the notion. DWI or reckless are exceptions to private property. I'm not an attorney....
