Filter is out of a rusty old hhr with around 3000 miles on it

That filter is fine for a 3,000 mile change. Not the best quality but it will work on an older car with high miles.

On a rusty beater, do not overthink it. Just change the oil and filter on time. Any basic filter from a parts store will do the job.
 
Being repetitious, not uncommon to see results 'similar to' topic with these ecotec engine cartridges. This one perhaps more than some, but I've seen similar before. In the past, installation has been blamed, but even those using preferred method by 'users' have shown some squished appearance. Some inexpensive Protec cartridges have had good results posted here. The US made Hengst OEM, has had 'some' decent results but now cap must be purchased as package. I'd try another brand to see if some improvement with it.
