Speculation is the 75lbs ruck is a standard weight, not a likely wait.

The reduction activities are not mission critical. Daytime only, start to put together a packing list, first aid items, food, water, rescue/recovery equipment, and reduction firearm and related items. Supplemental clothes, just not a lot really needed for a day trip that is not mission critical. Bad weather, cancel the day's scheduled activities. I suspect the ruck less weapons can weigh less than half the published amount.

They did even worse here in Canada, they hired US heli flying teams with AR15s to cull while Canadians could not hunt at the same time and we are not allowed to use AR15s at this time at all, legally, not even at a range.
 
I don't know why they have to pay anyone to reduce the population of any game animal. All they have to do is expand/extend the hunting season. There are many hunters out there that would welcome the opportunity, lower the fees and there will be many more.
Pennsylvania has been trying different things to get younger people interested in hunting. Hunter numbers are way down. Wasn't a problem when I was growing up in NW PA, we lived for hunting season. Kids can hunt at 10 yo or so, shoot multiple deer, hunting on some Sundays now. Different world.

The abundance of deer now is likely because whitetail deer were on the brink of extinction and now are everywhere. We have 90 deer per sq mile here and they pay White Buffalo to kill a few hundred each year. Hunting here is still very popular but I haven’t seen any numbers to say if hunting is down or not.

Deer were extinct in Pa in the 1880s but a restocking program happened in the 1910s and the population has been increasing ever since. There were some incorrect management policies that caused the population to explode. There were an estimated 900,000 deer in 1980.
