Fluorescent Lights Issue

Thank you all for your advice! I will check for contact corrosion, and then look at You Tube and do some research into a rewire bypassing the ballasts and switching to LEDs. These fixtures are screwed into the beams in a 9' high cellar, so it means working overhead on a step ladder, something I was trying to avoid given my age, but heck I was on the roof yesterday so I'm not dead yet!
 
it's 28 years old....
I worked at an electrical supply house when I was in college and we sold Lithonia fixtures, Advanced ballasts (those sum-b's were heavy by the case !!), but the only fluorescent fixtures that still had starters were the 8" or 12" circular bulb fixtures. We sold starters, but not many, for existing fixtures, of course.
