The local University has many out of date certifications on elevator service/compliance. I have brought it up to about 5 different faculty that don't seem to care.. Who do I call to report the violation?

Probably the city building inspector's office.

Not sure if any fire codes apply to elevators, but the local fire marshal may be able to help.

Also could be an OSHA issue, since both employees and students would be using the elevators.

Well, first I'd approach the facilities department. That isn't faculty's job, nor their expertise, so no wonder they don't know anything about it.

I'd only go "public" with a report after doing due diligence and asking the facilities management folks. It might be that the up-to-date certs are kept on file rather than in the 'vators themselves (although there should be a statement to that effect in each 'vator.)

Who signs the certificates, and why haven't they realized that there are elevators that need to be inspected? Maybe they have and no one has placed the new certificates in the elevators.

Usually State level. Many keep the certificates on file. BTW, it is the job of the lazy State inspector to make his rounds. Not the facilities manager.

I stayed at a hotel that had the out of date elevator certs several years in a row. Third year there was a sticker warning people not to use the elevators that presumaby the state had put in. I took the stairs.

I've seen them on some elevators in NY. One of the clients for my old job was located on the 6th floor. The building had an expired elevator cert ... the elevator was shaky, noisey, lights flickered.

I made sure to take the stairs up. They'd have to let me in the emergency exit every time too.

The college I went to never bothered with updating or fixing their elevators.

That is until a girl lost an arm trying to stop one to get to class on time.

From what I heard from other Faculty that I worked with the College couldn't write her Tuition check (plus a few Zeros), and a check to fix all elevators on Campus fast enough.

It would be good for me to drop a few pounds.
I'd take the stairs.

I have seen many expired elevator inspection cards.

Saw one three years out of date recently.

It was in a court house.

Could be the way that things have gone down here with pressure equipment.

Used to need a certificate joined to the machine. Then needed the certificate to be in the files of a "responsible" person. Now it's an electronic form on a database.

But I've never seen a system yet where the owner isn't responsible for arranging the inspection.

Who needs certificates?

This is "government intervention." The "free market should decide" if an elevator is safe to use.

I would try the Dean of the University (ask to speak about a safety concern,) and then the City "Code Enforcement" unit.

If that happened where I live, pretty sure that building would be shut down until it was fixed. Code Enforcement/"Public Safety."

Even the Fire Department should take an interest.

I had an elevator almost close on someone in Vegas. I stepped in, and muscled it open, since the person was oblivious to the danger of standing in the doors. That weekend had a LOT of folks using the stairs.. which was horrible, since half of them used scooters. Oy. (The response from regular guests of that particular casino: "The elevators are always like that." Sure enough.. a full half of the weekend, including on the nights of prominent events.. the lobby was FULL of folks, waiting to go back up to their rooms, but with one working elevator, out of 4.. nothing marked, and maintenance not coming until they felt like it.

They did open up the freight elevators for us, but then came the attitudes of fat people being told to use a freight elevator.. Don't get me started.. it's crazy.

I just noticed this very thing on both elevators in a Medical building. There are only three floors but there isn't a daylight moment when the elevators are standing still. I brought it to the attention of the staff in the doctor's office and they couldn't care less.
