Engine rev on mower

I have a friend with a mower that purrs...Rev's high back to low high back to low on and on. What are some things to look for? Looks to be a bit old. Are those some common syptoms of something?

Sounds like the governor is on the fritz.

Hard to fix? Do you have to order a new one or could I repair the old one?

Make sure the carb is nice and tight. Does it blow any smoke when it occurs?

It is not getting a constant amount of fuel. There is a diaphragm inside the carburator that needs to be replaced.
