I usually jump around with my oil filters, I used wix for a while, then moved to pure ones and now I picked up a few Fram Ultras. The rating on my murano's pure one 14610 was 99.9% at 40 microns. Is the Fram Ultra 7317 really 99% efficient at 20 microns?

Yes the Fram Ultra is 99% efficient at 20 microns. Stick with that. You could even run it for two 7500 mile OCI's if you so desired.

Higher efficiency = less oil flow.
back when I had hair on my head and had too much time, I switch to purolator pureone filters and my top end was noisy after the switch.

This is not true.

A filter with all the same properties except media efficiency will have different flow. But if the filter had more media and larger holes for the oil it may flow the same or more than the less efficient one.

This is not true, we've already hashed this out with Jim Allen's test equipment which tested restriction of filters.

Basic physics says you can't have it both ways.

Yes you can, since the synthetic media flows better than paper.

Sure you can have BOTH high efficiency AND good flow ... you just have to know how to design to obtain both.

As 901Memphis showed above with those two links, that is the measured proof right there.

And besides, with a positive displacement oil pump a few PSI of delta-p difference between oil filters is not going to be noticed by the engine.

It sure is. If it was not, our competitors would be all over the FTC to make us withdraw the advertising and claim. Any filter is great at being 99% at filtering bowling balls (40 microns). It is well proven that filtering particles in the 10-20 micron range is what makes engine bearings last forever.

Thanks Jay, it is for this reason I stick with the Fram Ultra. Good filtration, without sacrificing as much oil flow as the paper filters of the same efficiency.

Good news for BMW owners: Fram Ultra now available in HU816x-cross-reference applications.
Bad news: $25 at Walmart

No, thats the Extra Guard CH10075 you're thinking of, its a bottom-of-the-line HU816x-cross-reference. The Ultra Guard XG10075 is new, and expensive, and seems to be only at Walmart. (CH10075, not a bad filter, is only $10 or so at Rockauto.com or walmart.)
