I have an older home stereo that has TAPE 1/VIDEO, REC and PLAY female rca connections.I have an eq that has LINE IN and OUT female rcas and TAPE IN and OUT.which goes to where?

Stereo rec out goes to eq in, then eq out goes to "rec monitor" or play.
The monitor loop lets you pick other stereo inputs then have them pass through the eq. It's intended to let you listen to your tapes through a 3rd head so you can tell if you're getting distortion.

Also,in order for your equilizer to work with all your components,your amp has to have a separate tape monitor loop.
