Dual CPU motherboard upgrade, good or bad?

If your the SSD's in your system are on the SATA bus, NVME drives can have several times greater read and write speeds. If games are swapping to disk during play, this can make a big difference, not to mention faster loads between levels.
 
I would upgrade system now then budget for new video card in future.
a new video card on your old system would have improvement but IMO new system is bigger overall improvement.
you can always set some graphics to medium.. you cant make game use less CPU or load with less stutter

I upgraded from a i7-6700k with a 2060.. a 3060 with your processor and running at 1080p is leaning towards needing more cpu for reliable constant performance.

Also your x99 is pci 3 at best.
So despite MSI data shown and GPU doing most of the workload, it`s CPU that`s holding whole system back? I know i need newer components by the end of the day, just the percentage of the workload shown by MSI data screen confused me a bit.

My mobo is so old that i only have SATA bus for all SSD/HDD`s.

Meh, honestly for most games in the real world a decent SATA III (6Gbps) SSD and a typical NVMe SSD won’t make a noticeable difference.

My favorite thing about NVMe is no cables to mess with. Makes for much cleaner builds.

And yes SSD performance matters for loading large AI models but for random games not really too much.

4 seconds to load a level is 3 to many, lol! Gratify me more instant-er.

not true for some games.
UE5 streams the loading so you get stuttering.
It is supposed to be seamless.. but the seams are ugly.
seconds is painful
I moved to a NVME SSD and it made a huge difference for me.

Even noticed a difference in Jedi fallen order which is UE4

UE5 is problematic engine, but quite beautiful though

Yes, the CPU can't feed the GPU fast enough. Minimum spec states a Core i5-8600, which has significantly faster single core performance than your i7-5820k. Your CPU is slightly ahead of the i5-8600 in multi threading on account of 12 threads instead of 6, but if the game isn't using all 12 threads your overall utilization will look lower despite the game hammering just a few threads.

That doesnt bother me and fallout 4 still takes 20s to load off my 7GB/s ssd.
vs 22s on a physical HDD.

What bothers me with loading is the games where its supposed to be seamless invisible loading as you move..
but its not seamless and you get stutters and frame drops.
