What's a good one for the money that'll do a good job?... something that plugs in and has its own motor and grinding wheel. I see them range on eBay from $40 to $120.
only the tip gets sharpened, not the diameter. resharpened bits are often better than the original grind. depending on which model of sharpener you buy you can grind any tip geometry you need, 118*, 135*, split point, thin web, relieved etc.
the coating on the bits make no difference unless you are using them in production. a dull TiN bit still cuts worse then a resharpened TiN bit, and resharpening costs a lot less. for the average guy TiN is just a marketing scheme.
I second the Drill Dr. I have the higher end one and it works great on my cobalt bits. That said, calculating the proper surface speed for the bit diameter/material and using a good cutting oil and drlling technique goes a long way in keeping them sharp in the first place.
