I saw this car in Austin, TX as couple weeks ago. I would be really irritated if I hit one of those wheel mounted blender things if I rode my bike along side the car. I can't imagine how they could be legal.

There is a guy here that has those on an old color-chrome wrapped Town Car. I often wondered about being legal myself.

They're called "SLABS" for slow loud and banging. They came out of the Houston Hip Hop culture in the late 80's. The wheels are called "swangers" or elbows.
