From what I've gathered, it seems that VI 'improvers' have different qualities as well. More doesn't mean a 'weaker' extended drain capable oil. Each app varies. We know this!

What ARCO said may apply for some oils [some specific 0w30, 5w30 and 10w30], but certainly not all oils.
 
May be a better base oil with less VI added to it. hence the lower VI#.

I thought all things being equal, a 0W-X oil have better base and better pump ability than the 5W-x and 10W-X oils.

Dont be fooled with a high VI unless it is a PAO or ester.
