Does this look like a new serpentine belt?

That is an old belt. Get a new one. Bando makes good belts. If your car is prone to belt noise, consider the Continental Elite (formerly Goodyear Gatorback)
 
That's my thought as well. How in H double hockey sticks does this happen? Same dealer charged 149 to do an ac recharge and then when that didn't work determined compressor and clutch relay were bad a week later. When I asked the service advisor why they weren't able to tell that a week ago when they did the recharge she just looked at me and said she didn't have a good answer. So at the same time they did the AC recharge they also recommended changing the serpentine belt which I thought they did, which apparently they didn't. Is it time to go right to the service manager with this? I feel like going in there with my hair on fire but I found in the past that usually is counterproductive

We didn't do the repair because it would've cost more than the car is worth. As a sidenote the pictures of the belt were taken today and the belt that was supposedly replaced was about a month ago

My guess is based on the responses from you guys is that a month-old serpentine belt should not look like that
 
Explain that you were checking the oil or something routine and noticed the belt and that it didn't look new. Ask them to ask the mechanic if he/she remembers (I know, it's a stretch) changing it. Point is, the mechanic will likely look at it and say "I don't remember but that sure doesn't look new or even a month old to me". Many cars it can be changed in less than 30 minutes so hopefully they'll just agree to replace it.
 
I sent an email to the SM with pictures. Asked very politely if there was a chance this could have been missed during last service

So did you tell them to replace the belt? Did you pay for it? Is there only one accessory belt? This is not very clear from your posts.

Yes absolutely, told them to replace and did pay for it
