Did he have the bands adjusted?
On my later model 2001 DODGE trans (46RE electronic versus that, I believe, 618, but both A727-B based), I have the adjustments made, filter replaced, and [4] quarts of fluid.
I then add the requisite amount of AUTO-RX and drive the prescribed miles (about 1,000 I believe; see site) before flushing the whole system at the cooler lines with 14-qts of SCHAEFFERS 204-ALL TRANS SUPREME.
At 115,000 miles (20m since last service and again due) I have had no recurrence of the poor 2-3 shift I was starting to experience at purchase (85m miles).
My truck is burdened with the V8-318 and high gears [3.55 with 245/70-16 tires]; consensus seems to be that this combo puts more strain on the trans than the V8-360 with it's better torque; or, those 318's with lower 3.91 gears. (Truck is 2WD and weighs 5,400-plus with driver, full fuel and usual stuff in it).
My truck also has the HD/Trailering package with an auxilary fluid-to-air heat exchanger. Well worth installing that and (as I still need to do) a MAGNEFINE inline filter.
Good luck
