Do push mowers with bottom oil drain bolt exist today?

Sure. Vacuum it out with a plunger tool.

I wait till i run out of gas, then i put my mower up on a pallet and then tip it over with a wide shallow drain pan off the side of the pallet. To me its easier than messing with a bolt and keeping grass out of the bolt threads.

Run motor to warm up oil. Put oil pan down and remove dipstick and lay mower on it's side.
 
I did this recently--ran the motor for a couple minutes, so the oil was thin but not hot. Then I used one of those pumps that you can put into a 1 quart oil bottle and pump oil out. That didn't quite reach the bottom but I did park it on a rock so the dipstick was as low as could be without losing gasoline. Lifted out what I could. I then Mityvac'd out the last, but it was so little that I don't think I'll do that again.
 
When you run the mower out of gas, it takes about 30 sec to 1 minute to turn the mower on its side to drain out all the oil into Your drain pan. Actually, easier than used to be with the drain bolt on the bottom.
 
I have used the TopSider oil vacuum pump many times over many years. Works great. I also included a link to a cheaper alternative, but, I don't know how well it works.

I use my oil extractor. takes about 30s.. no lifting involved.. I usually do prop one side higher on a concrete block.

Many modern push mowers the drain plug is also the fill plug.

Now on my Chonda powered cub cadet pressure washer.. it has...2 or 3 drain plugs, a level check plug and a dipstick.

My super syringe holds 6 ounces - that's 3 pulls on my new Craftsman/Briggs ...
 
Never had to tip up side down. Tipped it and drain into a steel coffee can. Takes a couple minutes. I can't ever recall spilling it.
 
OP, I'd say 'no'.
I know with my mower, the top of deck is higher than the bottom of engine
A Drain Plug would not be particle / I drain oil from the 'fill' tube.

One thing to watch out for:
When ever I tip my push-mower on its side to change the oil, the Air Filter Housing ends up with oil in it.
If this happens to you, my advise is to 'remove' the Air-Filter BEFORE draining oil.

Also helps when tipping mower is to have Gas Tank near empty.

I agree with this. I always hated the drain bolt
 
B+S is probably right in that changing oil isn't necessary as long the oil is checked and topped off. I know it isn't the Bitog way but...
