Do older vehicles have two position accelerators?

My Mercedes diesels are sort of that way. I think it has to do with the shape of the track on some linkages going to the injection pump.

If you have a real mechanical IP in the truck, I’d have a good hard look at the condition, adjustment, and lubrication of the linkages.

Yeah it's a cable and pulley that turns an electric sensor called an apps

There’s not another linkage on the back side of the IP that is still ball and socket?

No, that should be drive by wire

Like I said, the pulley connects to a pontonmeter on the apps sensor. I didn't spell that right, but you know what I mean
