Did Paypal change rules again?

1)After a customer pays, Paypal jumps in the following day and puts the transaction on Paypal review hold. No further information. This is after I printed the shipping label and paid the USPS shipping (but did not ship the box!), I couldn't find out jack and the buyer was saying all is well on his end. A few days go by, no change - so I call Paypal. She was friendly and said they will now reverse the Payment and so sorry but they are suspicious of the buyer. I'm thinking OK, whatever.....not much I can do. Maybe I escaped a scammer.

Well I get off the hook and check the account - flappin' Paypal charged ME to reverse the payment and to add insult to injury it was not only too late to get the shipping fee back, the transaction essentially disappeared. Paypal, I really wish I had no use for them.

2) So yesterday a few eBay items sold, one of the Paypal payments is on a different kind of hold:

* We confirm that the item was delivered.* We can confirm delivery if you ship the item with USPS, FedEx, or UPS and either use PayPal shipping labels or upload tracking information from the transaction details page. This applies to transactions within the United States.


This after many years with Paypal with one account and this account after one years and thousands of Paypal fees paid.

Is this some new level of security?
 
I use eBay and PayPal a ton, and never seen anything like that. Heck if they are holding the funds, I certainly would not ship the item. It sounds like something was filed against you and they are watching your account, nothing to do with anyone else. I would call them again.

Paypal incompetence reigns supreme. I drilled a little deeper. The two incidents are not related. Here's the cause for the second hold:

They aren't incompetent..... they're making money hand over fist.

You got that right. eBay and Paypal together make credit cards seen like a warm afternoon picnic.

Yeah, so you are not trustworthy for using a new eBay account. Just sell stuff for $100 per transaction!

I have used Ebay and Paypal with no problems over the years. I have not done anything for over a year.

Never any problems like that. I would not be happy with them hanging things up like you mention..........

There have been some revolts in the last year or so. Sellers on Ebay feeling like they are getting jerked around with fees and rule changes.
 
I thought Amazon had similiar policy holding your funds when selling for up to 90 days or something. Probably want to hold funds too to draw interest off your own money for more profit for themselves.
 
last December, I sold my toshiba laptop on ebay for almost $300. Paypal held the money for almost a week because they said it was over $100 and it was for safety/security. I already shipped when I got the email that he paid in full. So a week goes by, they let go of the hold. I sent it straight to my bank account. no problems with them getting it back from my checking account. I was afraid the buyer was going to claim the laptop was defective and charge back my account. I'm in the clear.
 
I used to sell on ebay years ago and did ok. I never used Paypal because I didn't trust them. At the time eBay fees were acceptable and I only dealt with money orders. Now, just this year I decided I wanted to sell a few things and BAM! I can't do jack sheet without a PayPal account and the eBay fees are a lot higher! Worse yet THEY WILL NOT let you sell unless you accept some form of Paypal or electronic payment methoed like credit cards (yeah right - fees galore there). I am NOT allowed to accept money orders.....they say for everyone's protection.

Therefore - I am done with eBay as are a lot of others. There was a revolt a few years ago and eBay lost a lot of great sellers (as was posted above) and I do believe it will happen again.

Call me old school but I don't like anyone (Paypal) being between me and a buyer with my money. Don't trust them and with the economy the way it is plus scammers - you can have them.

GMBoy - I'm with you. We accept and encourage Money Orders via our own site, but Paypal (and cc payments via Paypal) remain as a (huge) necessary evil. We are using and thinking of eBay as just an advertising expense. People get drawn into our website and buy stuff directly.

But be careful, scammers do money orders as well. They can even do USPS money orders.
 
I don't think that they should be forcing you to do the Paypal thing.

When Ebay says no money orders "For your protection" They mean for their financial profit protection.......

For security reasons, PayPal may delay the release of a payment to the seller, even if positive feedback is left. (Payments are usually released 24 hours after feedback is left.) (NOTE: NEW RULE INSERTED HERE)

eBay and PayPal work together to make the marketplace safer for buyers and sellers by helping to ensure successful transactions which, in turn, can mean more sales for you.

If you see On Hold-Ship Now next to your transaction, this means that the funds are in your pending balance and you must ship the item in order to receive your payment.

If your eBay payment is being held, PayPal may release it when one of the following is met:

• The buyer leaves positive feedback after receiving the item. (Payments are released 24 hours after feedback is left.)
• 21 days have passed without a dispute, claim, chargeback or reversal filed on that transaction.
• 3 days after PayPal confirms item delivery.

You can log in to your PayPal account to view the current status of the transaction.
