Delvac 1300 reformulated?

I was just looking at the latest tech sheet for Mobil Delvac 1300 Super 15w-40. The pour point went from -33F to -30F, but I don't know what else changed. Does anyone have any idea what might have changed in the formulation or why Mobil reformulated?

The data sheet I just looked at was dated 6-2003 but some specs have changed recently. I have some notes that I took in November that show the viscosity index to be 140 and the CCS to be 6000 @ -20C. It looks like the viscosity index and pour point have changed but the CCS has not?

I've noticed the same thing with Delvac 1 and with Esso XD-3: the CI-4 spec has apparently required a quite different additive package.

One effect appears to be a much poorer cold temp pumping capability. Esso had to go to a full PAO for the 0W-30 and 0W-40 to maintain cold temp properties.

I have the specs for the "old" CG-4 Delvac 1300 Super 15W-40:

Pour Point: -24C / -11F
Flash Point: 216C / 421F
Kinematic at 100C: 15.0 cSt
MRV BPT: -25 C
CCS at -15C: 3,200 cP
HTHS: 4.4 cP
VI: 140
Sulphated ash: 1.4%
TBN: 12

Unlike Delvac 1, Mobil has a lot more data about cold temp for their new Delvac 1300 Super 15W-40.

In the MB diesel circles, I have read a number of folks speaking that the CI-4 oil had to have a number of compromises that dont necessarily afford any improved protection on the old engines... There is a push towards using M1 again over delvac 1, etc. I guess this is showing some of the issues come out.
