here in new york, it is on a store by store basis.
Some stores carry it, some do not. I beleive that the tire/lube express manager has some say in what they order, just talk to him about it and see what he can do.
We have about 4 walmarts in the area where I am, and all of them have vastly different oil products on the shelf.

I thought it was just my local Walmart that stopped carrying it, it's sad to see that it might be all of them now.
