Did they check each tire for balance on the machine, or just say it wasn't balance without checking?
If they truely took off all four wheels/tires and checked balance, then it could be the tires. Until that possibilty is eliminated you can't move on to the next (tire) option. I know they would love to sell you a set of tires.
Also they could get a good idea if there was a bad wheel by observing them as they checked balance.
