Cross Rails & Skid Strips on 2003 Jeep Grand Cherokee question

with all the jeep owners here, hopefully someone can help.
I have a 2003 Jeep Grand Cherokee, and that year model as I understand doesn't come standard with the roof cross rails. It has the track on each side of the roof, running lengthwise of the vehicle, but not the bars that run side to side. Any advice on where to buy and how to install?

I came across this site in search of finding the lowest price,

and he talks about skid strips that are required for installation of the cross rails. He says they list for $12 but says the dealer parts will charge $72. His part #'s for the rails/skid strips is 5017213AA / 55135987AB. However he does not sell either. I've sent him an email with questions,

Part #82207389 for the rails at $78, which I can live with. But it makes no mention of skid strips

Anyone have first hand knowledge of these parts and what I need and don't need?

They are the plastic strips that attach to the roof length wise, between the roof rails to protect the paint from scuffs when you place something on the roof.
