Cost of euro spec higher

Maybe a little of both, but there are some Euro-spec oils that cost the same as regular API oils, such as M1 and Edge 0w40 and Valvoline MST

More sophisticated. Reason why some are same price as ILSAC GF-5 is that some companies can loose money on them in order to gain customers

I think they have much tougher spec to meet/pass. LL or MB 229 or something like that ... I don't recall the exact specs but there are several threads showing some spider spec and it's much better/tougher to meet than for example dexos spec. If you do some search, you will find the spider thing.
 
The popular Euro spec oils are the same price as everything else.

The slow moving stuff is typically sold by the quart at parts stores.
 
Lube oil is a high margin low volume business. Back when I had a friend(since retired) in that industry, they made a 75% margin on oil. That quart of oil in the bottle was well under a dollar out the door.

That was about 10 years ago but suspect it is still true.
