Click-clack sound, cant' figure it out.

My Hyundai has been making this "click" sound when I accelerate, decelerate, going to reverse and when juggling the steering wheel on a stand still. It seems like something is lose--like something is about to disconnect. I brought it to the mechanics and he did all of the checks on the ball joints, cv axles, and all of the suspension components. He found nothing and can't figure out what is wrong. He thinks it's the rack-and-pinion gear going bad or the manual transmission is going bad. Any ideas?

Inner tie rod? Outer tie rod? Steering rack? Sway bar link? Is there play in the steering? As in, if you turn the steering wheel just a little bit, is there any small amount of movement that doesn't actually turn the wheels?

All tie rods are good, sway bar link is good. There's a little play in the steering but just a very tad bit(I think all cars have very little play on steering). However, during the play, it makes a click noise like something is loose. Maybe steering is going sour?
