Whoops, correct. My eyes breezed right over the word coated. I may have assumed he meant "coated with burned on stuff".
 
Coated with both ! Vinegar made some progress … will do ammonia next.
 
Have you tried Castrol Super Clean? It's like Easy-Off oven cleaner (lye) without the foaming action. I used it for all my stubborn cooking grease cleanups.
 
Go the hardware store and get a bottle of lye ( drain cleaner). You may have to ask for it as some places keep it behind the counter thanks to the meth cookers.
Mix a cup in a couple gallons of water and soak for a few days. You black stuff will brush right off.
