cig-lighter & "flash to pass": related?

Car is 97 T-bird. (4.6L)

My cig-lighter doesn't work. When I push it in, it just pops back out (I found this out when I tried to charge my cell phone with the cig/light adaptor)

at the same time, the "flash to pass" doesn't work either. all else is normal.

I've been told that these 2 things are on the same circuit/fuse.
is that true?

where is this fuse located? is it one of the small ones under the dash, or is it one of the "high-current" ones under the hood?

The cigarette lighter fuse is a 15 or 20 amp fuse located under the dash.

I wouldn't think it would share the same circuit as the cigarette lighter, especially if your car has relays for the headlights.
