It sure does. For the money it's tough to beat an Ultra.
 
Two different designers designing a base plate in an application with all the requirements accurately and specifically called out might come up with very similar solutions.
 
Amsoil inside = Fram inside TOO.
For example both bypass valves are absolutely identical.

And also latest Amsoil Ea15k20 and FRAM FPS9688 have the same weight: 290g.
The old Ea15k20 (and Royal Purple 10-2808) was heavier because of the thicker case.

Amsoil filters are made by Champion Labs, Not Fram. Yes, they use the same tapping plate and bypass valves in many filters as FRAM does in Ultra. That is because FRAM and Champ used to be a joint operating business. That ceased May 2016. The Fram Ultra is a two layer synthetic media, Amsoil is single layer synthetic media. As the supply of tapping plates at Champ gets used up, you may see the Amsoil filter change.
FRAM today only makes filters for Honda, Subaru, Polaris, Motomaster, and FRAM
 
Since it is a Fram baseplate the media end cap and design inside has to fit the baseplate. One would have to look inside the center tube on the Amsoil to see if the tell tale diamond shaped Ultra mesh and round center tube holes are inside. It seems doubtful Champ labs during the combined company state would wind their synthetic material around Fram center tube and end cap parts, but it could be. They still claim the old efficiency of 98.7% and still have the 2011 graph showing Chevrolet oil filters are second best on their website.
