Can't seem to send a picture by text

You don’t say who you cell service is but most providers (at least red pocket does)have configuration settings you can download, example in my case the ATT settings, so you just download and run them, sometimes reinstalling them solves the issue or just call your cell provider and some providers will just send it to your phone via text and you open the text.
 
Call or start a chat on their website. They are responsive and they will fix the problem. My experience with them was good.
 
Aren't you on prepaid if you buy your mins and data good chance you used up your data. MMS would require data
 
No not prepaid. About $15 a month automatically gets charged on my credit card. What data allotment? I don't think I use any. Get or send maybe a couple dozen texts a month.

Yes, I was going to say the same thing and also Wag123 has said, we have been happy whenever we needed to call them.
Normally it would take them minutes once you contact them. PAST experience, quite some time ago, they just sent a text and re-downloaded config files in our case.

Some time ago I have did this in the past myself, here are the config settings, since you never did it dont bother, just call or chat with them, problem solved. They can send this config to your phone IF that is the issue and IF, IF you are using ATT through them. Not sure about the other networks or which one you have and best not to do it yourself and make the call or chat to them.

Currently, Red Pocket's GSMA (AT&T) $15/mo plan has a 1GB allotment of high-speed data (check the details of your specific plan as Red Pocket changes this regularly), but, they don't shut you off after you go over your allotment, they just lower your speed (considerably). If your specific plan does not include data, call their customer service and ask for this to be turned on.
SMS text messages fall under the "unlimited texts" part of your plan. MMS text messages use data (sending or receiving), so your data allotment does come into play. MMS messages require a cellular data connection unless you (and the other party) are using a 3rd party app.

Native MMS does NOT use WiFi, ever. MMS messages will always fail if you don't have cellular data on your plan and the APN/MMS settings configured correctly. There are 3rd party MMS apps that use WiFi, but the other party must also be using the same app.

It's a cell phone so of course it has cellular data on the plan. Can't it switch from wifi to cellular as needed to send the photo in a text? Isn't it supposed to be a "Smart" phone? I'm pretty sure I sent a photo before when away from home, so it's not like it cant do it.

You are not getting this, are you. "Smart" phones are only as smart as the people who operate them.
There are two different texting protocols operating inside your phone, SMS and MMS. You can't send or receive photos or group texts through SMS texting. You can send or receive photos and group texts through MMS texting. MMS does NOT work through WiFi, only through your cellular data. If you do not have cellular data included with your cell phone plan, or if your your APN/MMS settings are not configured correctly, you can not send a photo unless you email it. Email does work through WiFi.

MMS can be tricky. Some phones struggle with sending and receiving MMS messages when the WiFi on your phone is turned ON. Try turning the WiFi OFF on your phone when sending an MMS message and see if this is the case with your phone.

Not necessarily. NONE of the MVNOs (like Red Pocket) or cellular phone companies included data in their lowest cost plans until very recently. Your plan may not include data. Many companies do not automatically add data to a non-data plan if you didn't pay for data to begin with. You need to check to make sure. Call them.

I've never used anything BUT WiFi. It has always sent both SMS & MMS perfectly without hesitation. This is true for the current and previous four (or more) phones.
Are you on Android or Apple ? If Android, what text app are you using ?
 
Turned off wifi. Now the phone wouldn't even get online and there was no LTE icon either. Restarted the phone and then I was able to send a picture and LTE icon appeared. This isn't the first time this has happened where no LTE and I didn't notice until maybe days latter when I try to get online away from home and then can't. Have to restart the phone but how are you supposed remember that. Is this a problem with Red Pocket? and do I have to switch off wifi whenever I go out?
 
My experience with LG phones was not good. Mine were not reliable. It's been several years, I don't remember the details.
