I been driving for 36 years and this morning I had a roadside flat for the first time. Nothing like changing a flat at 3:00am on a bridge. These tires are a little less than 4 years old and only have 14,000 miles on them. Do you think this can be repaired or should I just replace it?

No tire shop will touch that. Replace it.
A used tire shop on the bad side of town might if paying cash.
New tires
2 inch long piece of metal? Nope
Requires a boot, which only you can do, tire is then out of balance my guess if you pull out the metal you might find only a small area punctured while the tread itself is damaged.
And that's why you drive off a bridge to a safer place with a flat tire. You'll probably ruin the tire but are more likely to survive the episode.
Too many drunks on the road at 3:00 am for my liking.
Being in the water isn’t always a safer place.

Curious, did you inspect the puncture when the tire was changed out? If so, how large was the actual cut on the inside? I have had larger road trash items only make a tiny puncture inside.
No I didn’t
Even if the tire could be made to hold air, think if the amount of structure that has been compromised. The cords/wires that go across the tread in that section have likely all been cut.
