Keep in mind that all brake fluid is full synthetic. There is no natural brake fluid (excluding some tractors that use mineral hydraulic oil).
DOT3, DOT4, etc. are performance standards, not chemical recipes. The chemical difference to raise the performance might be harmful to the elastomers in some systems, but I haven't seen it. Valvoline might be using a slightly different chemical mix so it can't harm DOT3 systems, or maybe their DOT3/DOT4 label is just marketing.
