brake fluid change required to pass PA inspection?

Judging by how much my toyota rusted after only a single winter season, I could understand if they bring that requirement
Pretty sure they engineer all cars to rust faster because it's always in the same place model after model and they never fix it.

I mean, I am guessing that not engineering for extreme corrosion resistance makes sense due to 3 reasons:
1)That is an expense that can benefit only a fraction of their customers
2) That is a problem that will be a real problem to the next owners rather than the original owner
3) You would not any less of a brand if you need to replace the car due to corrosion, but rather you would blame the municiple governing body or the geography. This is wildly different in that regard compared to needing to change the engine due a blowed gasget

I blame the guy who said let's leave a gap between the fender well and the fender so water can lay in there year after year. You've seen pickups with the signature rust over the back tires. There is no way that is accidental after all these years. Of course if I sold replacement parts I probably wouldn't complain because that is job security.
