They are switching over building more/most new capacity being renewables, and some nuclear, as I think they are quite serious about moving to a more renewable/electricity based grid. Also reducing the amount of energy they need to import is never a bad idea.

China also has 250M+ people in cities, and ~40-60% of their economy that would be similarly affected by rising sea levels, so this is probably their start, to curb their global warming emissions.
