Remember that the problem isn't "low wages in China", but with Western companies willing to relocate manufacturing there to take advantage of the lower wages so they can pay their CEOs even more money. That's why we're now seeing those same companies leave China to move manufacturing to Vietnam and elsewhere with even lower wages.
