Its an "economy-tiered" filter. There are people who want to pay ~$2 for a decent a filter and others who are willing to pay $10+. And some people think higher prices equals higher quality, and vice versa. Everyone can choose their choice.
Can't really compare a $12 Bosch filter to a $2 Autolite per an "apples-to-apples" comparison. Its like being surprised at the drag strip when a top fuel dragster beats a stock Chevette. Heck, the elaborate Bosch/Mobil1/Ultra box alone probably costs them 50-cents! Do you want a good filter or a prettier box??
If FRAM makes it, figure its likely made in a FRAM plant along side the Extragards, Toughgards & Ultra. Can't be all THAT different and still fit their same automation, painting, labeling, packaging, etc. Learned that about Whirpool years back (they make pretty much every brand).
