So I have an '89 Buick whose power steering system hasn't been touched in a very long time (still works fine though). I believe the manual specifies regular power steering fluid, but the fluid currently in the reservoir is red (probably ATF). Has anyone ever switched one out for the other, and did it make a difference? I'll probably just leave it alone, but if I did a turkey baster fluid change I'm wondering which fluid to put back in.

I would replace it with whatever the manufacturer recommends.
If you do the turkey baster a few times, a week or more apart, then you'll slowly get to the point where you have 90% new fluid in there, so it won't matter what the old fluid is. Only that the new fluid is the right one.

ATF will work, but I would get the proper stuff back in just in case there is a seal incompatibility.
Nothing wrong with quality ATF in that system.
Do a search and find out what the proper fluid is.
Some vehicles take a specific power steering fluid. Some take ATF.

Dodge and GM always seemed to use power steering fluid. Ford used to always use ATF. Don't know to much about the newer vehicles.
I don't know why people are saying to not use what's asked for by the MFGr..... Not too much effort to use what is asked for.
