Are all full synthetic rear differential gear fluids made equal?

API GL-4 is a current specification and has not "been obsolete for many years." Where are you getting that information? That whole part about not being able to be tested is also not correct.

Yes can and is tested GL-4 and GL-5

Not directly mentioned: Some companies claim GL-4 for their sub 10 cSt@100°C MT type oils, and maybe that is low risk without testing.

If you read the reference from API, you will see that the specification is impossible to certify. It is an obsolete specification, as there is no way to actually test to the GL-4 specification.
Yes the testing equipment may not be produced any longer but that does not mean the test cannot be performed today. When I performed ASTM tests there were many pieces of equipment that were not available new on the market.

Besides that's a long ways from where you said "the GL4 specification has been obsolete for many many years" and tests not being performed. "Obsolete" means something in the context of a standard or specification and the GL-4 specification is not obsolete nor is it impossible to certify. There are some tests that require unavailable or banned reagents but this is not one of them.
