No, 476S is not a cleaner wax. It's a pure wax that offers protection only.
Yes, it needs a paint cleaner or polish to be used before it. That's why I recommended the Mothers Step #1 or similar product in my previous post.
I think 6 months is a stretch for any car care product, regardless of mfr claim and anecdotal evidence. Still, it does seem to hold up very well when compared to other waxes.
I think the Mothers product will be fine but its up to you. Usually my advice is to do a full detail once or twice a year, then wax every couple months to maintain. Since you have to deal with winter driving, a good paint cleaning/polishing come springtime will make a big difference in how good your car looks throughout the summer. Then, do it all again before winter to ensure max protection. Develop a good system and the whole process is easy and not too time consuming.
