I can't see how these parents acted in an irresponsible manner. A "NO SWIMMING" sign is typically interpreted to mean that there are no lifeguards and the water may be unclean enough that you don't want any in your mouth, which does happen when you swim.
Having a small child put his feet into a couple of inches of water cannot be interpreted as violating any injunction against swimming. Had there been a sign warning of alligators and snakes, then the parents would have acted irresponsibly. There wasn't so they didn't.
Finally, you come across in all of your posts as a very embittered and unhappy person.
