I'm not sure I'd agree with you. What are the downsides? A little less power at wide open throttle. In exchange for potentially more efficient filtration from a loaded filter. Without a restriction gauge, there's no real way to know--but at worst there's a little loss of power at WOT. Cars have MAF sensors, so air restriction doesn't really mean much.
So, if it wasn't torn and putting dirt into the intake, it looks optimal to me! That also looks like a burly filter, so for his conditions I think the change interval was fine. In the words of Blackstone, "looks good, next time try 150K"...
