Can you get a polyurethane mount for it?
Yes. I put a polyurethane dogbone (rear lower mount) in mine. But the polyurethane engine mount will have significant vibrations. That's the design of them ... however, it is not from the mount being broken.

Is this issue a like "gauranteed failure" for a focus? I'm getting serious with a well maintained 2007 Focus for sale by a local couple. Is it a $1500 fix at a shop? Is there a tell-tale visual predictor or certain little test at idle I can do to check it's condition?
I had mine replaced under warranty. I suspect, even at dealer rates, it would be like $50 in labor. The dealer had mine changed - literally - in under 20 minutes.

It does help dampen vibrations from the engine. Unlike a lot of 4 cylinder cars that use a traditional mount, you really can not feel or hear the engine at idle or lower RPMs where 4 cylinders vibrate.
It really does work better, IMO ... when it works.
