Do the oil filters with an effective ADBV affect oil dipstick readings.....how much?

Yes, but to varying amounts. The variables are the location and orientation of the oil filter and the amount of oil held in the upper engine oil passages. The dipstick level will rise if the oil passages are allowed to drain down by a faulty adbv but it depends on the amount of oil it will take to fill the passages. If the filter is oriented so that it can drain down (sideways or open end down) the oil level on the stick will rise a quart or less.
 
As a design engineer I would venture a guess that if the car was designed to use ADBV filters, the readings on the dipstick will account for that. Realize the dipstick has (usually) a 1 qt range between full and add, and anywhere within that range is acceptible. Filters usually hold considerably less than 1 qt.
