I doubt anyone is fleeing. There is pretty good indication they have over-built in specific areas. Same with Florida.

How would one "cash in" if they were going to simply have to purchase another place to live? I have never understood this. Are they planning to rent for a while or something?

Someone on/in "middle class" Long Island NY sells their modest to small home for $600,000 (as a low) to a realistic 1.2 million (middle class high)
Moves to NC or SC and pays cash for something half the price.

This is an example of Long Island, civil servant job no less, never mind executive private businesses.
