AC pressure fluctuating, why?

A friend's 2010 Toyota Corolla, bought one of those 134 cans with pressure gauge and hose. The can was almost empty, probably had 2 oz in it, I was going to add a little maybe, I hooked it up, opened the valve, can was upside down, fan on, knob was coldest, 80 degrees outside, whether idle or raised, it seemed the compressor was kicking in and out every few seconds, and when compressor kicked in can gauge read 45 psi, when compressor kicked out 25 psi. Is this normal? What should the pressure be?
 
Yes it's nice to see the high and low side pressures but as long as the ac is blowing cold it's probably fine.
 
That is rule #1-- blowing cold don't touch it.

Charging by pressure is not recommended but if you want to have any chance at it you need to be watching the high side.
