A/C compressor... again...?

A few days ago my car developed a loud, constant squeal while running. It is there regardless of RPM, but it gets a little quieter at higher RPMs.

It's actually loudest if I'm driving really slow, for example driving through the 20mph school zone this morning my car was making a [censored] of a racket that even the radio could not cover up but if I'm doing 60 on the highway it's not that bad but still there..

I know my belt and alternator are fine because those were both replaced at the same time and the belt isn't loose or slipping at all.

When I run the A/C or when I run the defroster, each time the compressor kicks on the whole car surges, I was sitting at a red light and the compressor kicked on and the RPMs dipped down to like 400 and the whole car shuddered like it was gonna stall out like it did when I had my vacuum leak problem but luckily it caught itself and it did not stall.

The compressor has already been replaced once since I have had the car (forgot to mention that in a previous post) and the maintenance records show it had been done once before then as well.

If it's not the compressor about to crap itself again what else could it be?

It's getting more tempting to go ahead and cut out all my stereo equipment, abandon my old wiring in place, swap the factory headunit back in, and just throw it on the selling block and move on.
 
This is commonly because the condenser fan doesn't work. When the car is sitting still or in slow traffic without the condenser fan on, the high side will overpressure and the excessive torque required by the compressor will bog down the engine.

Squealing with the A/C off is likely something else. If it does it whille sitting idling, get under the hood and try to locate the source.

It does squeal with the A/C off. Under the hood it almost sounds like it could be the power steering pump but again if I have to replace that I'm selling the car because I'm over it.

Side note, I'll take a look at the condenser fan and see if something's up with it.
 
If the lugging/surging and the squealing are related they could be caused by the ac pulley bearing. Does the squealing get better or worse when the ac compressor kicks on? You say it's quieter at speed, does it get quieter when you rev the engine? If you open the hood can you tell the general area the noise is coming from? Oh and does the lugging happen when you first turn on the AC or only when the compressor engages after you've had the AC turned on for a while?

It does quiet down a bit if I rev the engine.

The alternator was replaced in February with a custom high output unit and is fine.

Lugging happens when I first turn on the AC, AND every time the compressor kicks on and off as it's running.

With the hood open it almost sounds like the sound is coming from the power steering pump but it's working fine and fluid is fine.

If the lugging happens the first time you turn on the AC I do not believe it to be the condenser fan as the AC pressure would not be high when you first turn on the system. Also it would leave the squealing unexplained although it is possible that the issues are unrelated.
I think you have a belt and pulley problem either alignment, too loose or bad bearing. Here's a good chrisfix video on diagnosing the issue.
