98 Malibu lock cylinder stuck ON

My daughter has a 1998 Chevy Malibu with 180,000 miles. Today the ignition lock will not go past ACC into the OFF position. The key can be removed which is probably not good. The car will start and run normally. The key moves freely to ON and START. But after ACC it comes to a dead stop, as if it is hitting something.
This lock is in the dash, not the steering column.
The car has a center console shifter, is this shifter interlocked with the key lock cylinder?
If the problem is the lock cylinder, how difficult is it to change? How expensive?

I can't edit my original post, so here is a reply. The problem is the console shift cable. I took the trim off and fooled with the cable and got the key to turn OFF. Going to try and clean/adjust it tomorrow.

... I know this may sound stupid but try to take the shifter from park,rev,drive,low several times them see if it works. if not there "should" be a reset button on the shifter somewhere that you can push in with a pen cap..
