97 Cavalier no start

I am working on my daughters 1997 Chevy Cavalier with the 2.2 four cylinder engine. The car has 190,000 miles on it. The car quit on her while she was driving in town. It will crank but will not start. I can hear the fuel pump come on when I turn the ignition switch on. It has spark. I removed one of the fuel injector connectors and connected a 12 volt bulb to it. The bulb never lights. Neither of the contacts on the connector has any power with the key in the on position.
Does this indicate a bad crankshaft position sensor? The car has code, P0342: Camshaft Position Sensor "A" Circuit Low Input (Bank 1 or Single Sensor) however from what I read on the internet the car should start and run with a bad camshaft position sensor, but run rough. I removed one of the spark plugs after cranking the engine for several seconds and the plug was dry, no fuel.
Below I listed all the codes I retrieved.

P0121: Throttle/Pedal Position Sensor/Switch A Circuit Range/Performance Problem
P0172: System too Rich (Bank 1)
P0300: Random/Multiple Cylinder Misfire Detected
P0342: Camshaft Position Sensor "A" Circuit Low Input (Bank 1 or Single Sensor)

I don't want to spend money and time fixing the codes that aren't keeping it from running until I know what has to be done to get it running.

This won't help for much but check the ground on the battery tray. The 13mm bolt will snap off and show you a nasty ground. Work from there.

I cleaned the battery tray ground connection. Of course I broke the 13 mm bolt. The cleaned ground did not fix the problem. Still no start.
With the key on, engine off, am I correct in believing there should be 12 volts at one of the fuel injector wires?
Will a bad crankshaft position sensor cause it to not have voltage with the key on, engine off?
