8GB RAM INSTALLED, only 4 GB useable? Any fix?

As OVERKILL said, BIOS varies from manufacturer to manufacturer, and, if set to default values, it usually is not the cause of the issue. Try these software tweaks and if the problem still persists, then swap the memory sticks to different slots...and don't forget to re-seat your CPU and check the socket pins.

 
Thanks for good responses, guys. Very informative possible fixes. However, the computer is no longer with me. I had given it already 2 days ago, as per the original plan, to a single mom and her two school-age kids for their personal use and the kids' online schooling. Since the other 4GB RAM stick is not being used by the system, I removed and kept it for possible use in another computer. The mom was very thankful. She put it through its paces yesterday and reports no hiccups.
