Yeah I was stuck in the traffic nightmare yesterday created because this happened on the 400. Roads were clogged like crazy with the closure.

Glad no one was hurt though...

What happens when a province that sees snow doesn't have mandatory winter tire (3PMS) requirement like the Quebec province

or... down south in the States, where certain states have snow chain mandates for certain conditions.

I live in a state where there's snow if you seek it out. Even someone living in Los Angeles can be playing up in the snow in two hours (if traffic to Big Bear isn't too bad). There is that Land Rover commercial showing a girl trying to decorate a saguaro like a snowman (seems to be Arizona). Then dad puts her into the Land Rover while she's sleeping and they're off into the mountains where there's ample snow and she wakes up. I think Flagstaff might be a two hour drive from Phoenix. This seems to be the longer version:

The biggest problem is where there are snow/ice conditions that are infrequent, but enough that they'lll just close down the road for a few hours (or even days) until it improves. The Grapevine section of I-5 in Southern California has that issue.

I don't believe they typically have anything like chain controls unless it's certain areas.

So google massive car crash Quebec, and let me know what you find. Hint: they have their share of massive pileups too, even recently.

Reality is even with requirements for snow tires or other traction devices, people drive too fast for the conditions and accidents happen. When conditions change quickly from good visibility to low visibility is often a trigger.

You can't fully idiot proof drivers. Tesla can drive to take drivers out of the equation with their auto-pilot, but that too has its flaws.

Chains have rated speed limits that shouldn't be exceeded. I've seen ones that were on the side of the road after breaking off. And while I slowed down, I saw a delivery truck with chains on that must have been going at least 40 MPH.

Chains in the GTA? Come on bud.
People will find a way to run junk tires no matter what you do.

These are the same people that LOL at folks down South, that hardly ever see snow, having issues in the snow. Most probably thought they were snow masters, right up until the crash.

When I was in my teens and early 20s, I used to laugh at my parents when they'd tell me to stay home during a storm. As I've gotten older, they don't seem to be as dumb as I thought they were.

Sad but probably true. It doesn't take a lot of skill to use common sense but unfortunately most people discard that in favour of group think. Within that group many may want to go slower but they don't want to stand out and be the pace setter. Happens everywhere.

I don't worry about my driving ability I worry about the idiots around me and with the job I have now where the pace is more relaxed I just stay home. Yesterday is a perfect example. 15cm (1/2 foot) of snow fell over the course of the day and I just stayed home. Accidents everywhere I heard about on the news.

The older I get, the smarter my dad gets.....

I drive a truck hauling aggregates and if it is going to be nasty weather, I stay home. The boss would rather the trucks sit in the yard than be smashed or rolled over on the road. I stayed home that day the video was taken.
