This is a 2002 Craftsman mower. Just a month ago, the engine started "surging". You could hear it rev up and down continuously while mowing. Now the darn thing will barely stay running. I changed the plug at the beginning of this year. When I checked the plug yesterday, it was blacker than black with carbon. Also, it seems like I've been using more gas (new gas BTW) than normal during this problem.

Where should I start looking for resolution?

Probably just got some trash in the carb, A good cleaning may take care of it.

By posting engine numbers so we can figure out what carb you have.
It does sound like you are flooding out.
If you have a bowl type carb, clean the needle & seat.
Also examine (smell) the oil to make sure it's not contaminated with fuel.
Any of the Briggs type carbs, make sure the choke is off.

OK...I'll have to look for the numbers later today. The carb doesn't have any choke settings or adjustment screws. No throttle speed control either. That I am sure of.

Check all fuel/air related items.

Check the air filter for clogging and /or oil saturation (air starvation).

Check the governor spring - intact, hooked up, not stretched.

Check the gas tank vent. See if it runs ok without the cap on.

Check the fuel lines (if any) for loose connection/cut.

I bet it is clogged carb. Very common.
Spray it with carb cleaner from the throtle side and fuel line. Make sure you use fresh high quality gas such as chevron/shell after clean up.

I bet that if he has pulsi-jet type carb that it is B&S part number 495770.

$3.50

So the big question is: What type of carb?

Winner. I sprayed some carb cleaner in there and let it sit for an hour. She's running like new. Thanks to all.
