Yellow is still legal in France. The EU forced them too accept white lamps from the other EU members. One can still buy yellow turn signal bulbs in any Walmart in the US.
 
Just because something is available, does not make it legal. On many products it says "For Off-road use only"

in france's case, without the E2 marking, it's not legal in France.

So, if you buy a "3000K" HID bulb, it's not going to have the E2 marking saying it's certified for use France.
